jMonkey Engine is available for download below. After downloading JME, head over to the rest of jME Wiki to discover, to your amazement, the latest Getting Started guides
You can download jME3 via nightly builds available here:

If you want to have the source code or compile jME3 yourself you can check these tutorials:
There already exists a guide for setting_up_netbeans_and_jme3
At this point the best way to retrieve the jMonkeyEngine 2.0 is by SVN. This is indeed the 'in development' version of jME2. However, this version line has gone very stable and only safe commits should make it in to the trunk.
See Tutorials for setting up jME using SVN (eclipse and netbeans)

This snapshot build (JAR distribution) is the latest installment of the jMonkey Engine, released as stable in September 2009. It contains a host of API changes and bug fixes and is widely used.
This build does however lack some recent advances such as the JBullet integration. To take advantage of these latest feature additions you could either use SVN, install the nightly build or wait for a new 'stable release'.
